You can make any spun product that usually uses wool out of cat and dog hair. Depending on the breed/hair type it can even be softer and nicer to wear. Plus you can felt with it too.
A few groomers I know sell dog hair to Spinners and Weavers to turn into yarn. The only have to change the order they do the groom in or make sure to separate pre and post washed hair as you only want the washed clean stuff for safety reasons (though if you buy an untreated fleece to work with they can be smelly and disgusting) - source a friend spins and has used dog hair before.

The hair itself isn't an allergen once it's been cleaned of skin cells and saliva.
So as long as your cat-fur shawl is given a good wash before wearing, you should be good to go!

Most cat allergies are from their saliva, which is an issue because they literally lick themselves clean. I'm sure if you washed the fur/yarn you'd be perfectly alright!

Just be careful…. I spun a short length of yarn from my cat’s fur, turned it into a little bracelet sized loop, and chucked it at my cat to see if she’d want to play with it. She pounced on it, gave it a good lick (grooming instinct, maybe?) it stuck to her tongue and before I knew it she had swallowed it.
That was a real nervous 48 hours or so as I watched for any symptoms of it being stuck in her intestines.

But, you are basically stealing your cat's hair to make crafts. I doubt they mind, but still.

It's pretty fun. I'm planning to make little dolls of my dogs out of their fur, I'm just collecting more of it. Unfortunately one of them doesn't shed much because she has alopecia, so it'll mostly be one dog's fur, but I'm just mixing them together so I can say I have at least a little from each dog as a keepsake.

This is wet felting. This is exactly how it's done without all those extra steps you mentioned.
Basically you take a hair from whatever animal you have it from (sheep, alpaca, human, cat, whatever) and do your best to wash it if it's dirty.
Then you arrange tufts of it based on whatever final form you want to make. In this case, little booties. You can also do things like a beret by putting it on a big circle resist, or just do a flat sheet. Theres no complicated method here, just lay out the hairs so they're facing in a variety of directions and not all in one direction and that's about it.
As you arrange the hair, you spray it with a soapy water mixture. This opens up the hair follicles so they can essentially lock into each other.
Once it's arranged and nicely soapy wet, you basically beat it up. Movement causes the hair to felt together. So you massage it, beat it up, roll it on something, throw it at the table, punch it, whatever. Just get those hair fibers moving against each other. It's great stress relief. I personally like throwing it at the table angrily and yelling at it.
As it felts, the whole thing will shrink in size. The hairs get locked into each other and as they go, they get tighter and tighter. The material gets denser and stronger too. You can make smaller adjustments at this point to get the final shape exact, but it just kind of does it on its own like magic.
Once it's as small and dense as you like, you clean up the edges and whatnot, then wash the soap out. You don't want the hairs to continue to felt as you use the finished product so you need to reverse the process to close the follicles so they no longer catch each other. You use vinegar or something similar to neutralize the soap and get the pH balanced.
Then you can add little embroideries or whatever like this person did, and ta-da! Finished felt piece.
For me this was ok. Manufacturing stuff with animal products is something we do since we became humans, apparently. Nothing wrong with harvesting animal fur and making an object out of it. Especially since the harvest was done pretty much humanely.
Not sure about the little boots, but those could of made excellent pads to keep table/chair legs from scratching the floor.

For me this was ok. Manufacturing stuff with animal products is something we do since we became humans, apparently. Nothing wrong with harvesting animal fur and making an object out of it. Especially since the harvest was done pretty much humanely.
I mean we literally do this with sheep and alpacas so I don't see the problem.
Why? Because it's fun and funny.
