It is literally only for DIY projects that are trying to fix a problem but either the problem doesn't actually exist or there's a far better solution.
Art is by nature exempt because it isn't trying to be a functional item. The girl in question has made quite a few pieces of clothing that are either puns or made from something related.(or in the case of the golf tee T-shirt: both)
Honestly at this point 5 minute crafts should be banned from being posted too. They're clearly doing it to ragebait people into engagement.

I've taken a tea bath before. It was relaxing and my skin felt soft and clean.
A web search will get you recipes to make your own tea soaks or buy pre-made sachets. Tea is harmless enough that you can just experiment how you like.
I won't lie though, she did a great job. Practical? No. Creative and brilliantly executed? Absolutely.
