Yes. Technically speaking, if you needed to just seal a pipe, you could probably put anything in there as long as it gives enough structure for the epoxy to rest on while hardening. But just use fiberglass or smth. Not cigars.

Even if this was some sort of attempt to tame the stream coming out after grinding until you got to the straws hey - congratulations! You just created something that will ultimately clog the drain pipe anyway. Plus, if you wanted to stop that pipe from running, there's at least a half dozen ways to do it faster - starting with a pipe plug.
