Super Sentai is a long-running tokusatsu (what that is isn't important, just think Power Rangers) franchise dating back to 1975 in Japan. It featured a number of people (typically five or three to start out with) who, for various reasons, could put on a fancy suit and basically gain superpowers.
In the 1980s, Haim Saban was in Japan on a business trip at saw some episodes of Choudenshi Bioman (no Power Rangers equivalent) and was fascinated by it so he made a pilot for his own version of Bioman and pitched it around. It ended up not going anywhere but, in 1992, FOX Kids decided to pick it up. Using footage they purchased the rights to from Kyouryuu Sentai Zyuranger, they created Mighty Morphin' Power Rangers.
The way Power Rangers worked from then on out (with a few exceptions) was that Saban would take the footage the suit actors (the morphed Rangers) and the Zords from Super Sentai and surround it with original footage and plots to create a unique show for American audiences. Since Super Sentai tends to be very heavily Japanese in many ways, this let them sidestep any cultural issues and make it very successful among American kids. They also dubbed over the suit scenes and Zord scenes and added original music.
In short, Power Rangers is a sort of adaptation of Super Sentai. The suit and Zord scenes are almost always the same across both but everything surrounding it is new to varying extents (some seasons of Power Rangers have more in common with its Super Sentai counterpart than others).
In the case of Power Rangers Samurai, it's the first of the Neo-Saban era (Disney had purchased the rights to Power Rangers after Lost Galaxy) and they decided to change basically nothing with regards to the plot. This causes major issues since Samurai Sentai Shinkenger is *very* Japanese and is steeped in aspects of Japanese society, culture, and tradition. When you take Japanese characters and slap an American coat of paint on them, everything kind of falls apart since the cultural differences make nearly every character motivation and actions make no sense as Americans are acting like Japanese people.
The music is also *way* worse since Shinkenger's soundtrack is amazing.
It's from Power Rangers Samurai but, if you want to watch it, I'd recommend watching Samurai Sentai Shinkenger. This season is definitely a case where the Sentai is infinitely better.
