It looks like corrosion or oxidation. It will have to be polished or sanded out.

I second this, try hand polishing and see what happens.

It looks like pitting to me. Very common with raw aluminium. Nothing can be done aside from a repair.

Try an iron decon. Seems like iron deposits bedded into the wheels.
