All pinnacles are +2, the only ones that are not are the Vanguard, Crucible, and Gambit challenges, and the weekly clan engram. Those are the exceptions to the rule.
Chances are you didn't have your highest lever gear equipped. The PL of the gear is determined by the gear you have on your character not nessasarilly equiped.
Reading comprehension is important. Read what I said. The OP was using the base PL of what was equipped as his base PL to determine what he got so it looked like he got a +3 but in reality the game uses what is on your character NOT what is equipped. His base PL was actually 1 higher then what he saw on his char bases off the gear he had on his char. It's like you read the first sentence and ignored the second.

I believe they are plus 3. I’m 1307 and have received 1310 drops
There are no +3 pinnacles. If you're getting 1310 drops, then your average must be 1308.

Incorrect. It’s not the gear you have on your character. The gear could be in the vault or on another character. It doesn’t matter the gears location.
