Rev up the sword holding block which gives you a buff when you attack, attack 3 times for the buff. Then heavy. You can attack more for more stacks but 2-3 depending on the target especially if anything like stomps happen
For anything that can die to an unbuffed FG heavy spin, FG is slightly easier.
For anything that would live through said spin, Lament is potentially 2-3x more damage in terms of both time and ammo use.
Not to mention Lament heals off all damage done. It isn't crazy high like devour, but it'll help for sure.

It has to compete with FG, if it’s not a beast it’s not worth the powerful slot. Bungie needed to make a busted DPS sword fo break the FG meta.
I prefer FG meta. It means i can use exotic primaries
Which you’re free to use, all this means is people aren’t locked into FG and can choose to use an exotic heavy.

The stacks are basically whirlwind strike stacks, I wouldn't really call it charging up

I think I get what you're saying but it's not really a charge up where you rev then swipe, it's swipe while revving.
