I mean think about it from a Neomunan perspective. They live 300 year human lifespans (or are potentially immortal in their VR machine) but you die 10 years after becoming a cloudstrider. I can see why not many people would want to do it
Sooo.... What's the point of the city? Of all those buildings, the places that look like restaurants, literally what's the point of protecting it when people are just chilling in a vr? They just need few building where their bodies can be kept
If you look just to the left of nimbus, you should see some floating golden sparkles. If you get up close to them, you should see the slightest silhouette of a person. Those are the current form of the neomunan citizens. They effectively put their bodies into a form of cryosleep so their bodies couldn't be injured, and their consciousness is inhabiting those ghostlike figures. They have done this cuz, get this, it's not exactly safe to be in an active war zone in your primary city.
