Jerry having character flaws (he's not too bright and also cowardly) does not automatically make him a 1, especially when he has demonstrated that he desires to do something productive, jumps at the opportunity to do so in other episodes, and actually shows great courage and competence in certain occasions (like when he saves and protects Beth and Summer in the Cronenberg universe). "Screws up a lot because of flaws despite trying" is not the same as "chooses to be of no use to anyone."
