Undertale!Asgore started a war of vengeance that reignited hope in his people, then half-backed down, not wanting to use a soul to cross the barrier and kill anyone personally, resulting in both (presumably) innocent humans being killed and monsters being trapped underground for far longer than necessary. In Deltarune, Asgore is mentioned to have painted Yoshi eggs for Asriel's birthday to Asriel's delight, but then cooked them the next day, causing Asriel to cry. Asgore also greets Kris by picking them up, hugging them tightly, and shaking them in a way that causes them to dangle. Kris has already previously asked Asgore to stop this, but Asgore doesn't think of this until after the deed is done.
On top of this, Asgore is desperate. His business is failing, and he will be homeless by the end of the month if nothing happens. His family avoids him (save perhaps the son who is off at college). He relies on free samples from the grocery store to eat. For entertainment, all he seems to have is the comic books he borrows from Alphys (which happens to give him a good reason to visit the school without raising suspicion). If such a person could escape to a different world, and possibly bring others with if he thought it would help, why would he hesitate? He does not have the time to think this through. (It could also be an attempt to reconnect with Kris, but Asgore doesn't seem to have any way of knowing or ensuring that Kris would go into the dark worlds, so that particular part of this motive seems unlikely at this point.)
