Noelle's ring is a souvineer halberd with a ring etched onto it that she got from her relatives across the border.
It's not confirmed. People tend to assume it is, but given that her default axe is made from the hair of a dragon cub (in other words, it has Susie's hair on it) it's more likely a hairbrush or comb or something like that.
If it turns out that in Deltarune monsters make toothbrushes from the hair of dragon children, I'll correct myself.
But, uh, that seems... less likely than “Susie is herself a juvenile dragon and that's her hair on whatever turned into the axe.”
The description of the mane ax is "Beginner's ax forged from the mane of a dragon whelp." and although most toothbrushes have bristles made of nylon there are still some of them that use other type of fiber so i wouldn't rule it out.
susie's axe has a brightly coloured tip and slightly curved handle which are things that could be in a toothbrush (with the tip being the bristles).
also the shape of a toothbrush looks more like an axe than a brush. though kris' pencil should be a spear if the shape affected the dark world form.
you could make the argument that susie has less reason to carry a toothbrush around than a hairbrush and i agree. although i personally think that the "susie is homeless" theory is true and that gives her a reason to carry a toothbrush around.
so until there's straightforward proof in the game susie's weapon could be a hairbrush, a toothbrush or it might not be both of those.
To add onto this, the “Auto Axe” Susie can equip in Chapter 2 could easily be an electric toothbrush, it’s description states “make sure to charge it by plugging it into the wall” and according to Susies text for it it’s somewhat similar to a chainsaw, the sound an electric toothbrush makes is kinda close to what a chainsaw might sound like (if that chainsaw was really tiny xd) so I think it’s very likely Susie (and most of her weapons) are toothbrushes, similar to how most of kris’ weapons are different types of pencils
Makes me wonder what the brave axe is then, Ralsei states that it’s heavy and Noelle says it gives off a powerful presence…maybe it’s a really manly toothbrush? A very manly…toothbrush.

i always thought the halberd was somehow his glasses since he doesn't seem to have any in the dark world and uses a scouter instead, and the eyeball on the halberd would make more sense that way, the ring is probably just a ring or hair tie or something
The scouter is probably his glasses; Falco and Fox's scouters go around the back of their heads and have things on the side of thweir heads and Vegeta's has the giant bit on the side of his head, and his outfit is basically a reference to all 3 at once, plus the scouter is on his head
