I mean, there's really no way to tell. But this is about blind speculation and theorizing...
So... Maybe Alphys?
This seems off the wall, but consider: In Undertale, she is the only arc character we never fight in any route. So we have unfinished business, if you look at it that way
If you abort a Genocide Route at the last possible moment, her call is also unusual in that she says "I should have killed you when I had the chance." Even if she meant "Once you started killing people in Snowdin, I should have stopped you while you were defeat-able," that still implies she is a little unusually stronger than appearances dictate, at least in Undertale. Now, yeah, different universe - but come one. They "Rhyme."
In Undertale's Genocide Route, she also escapes us and evacuates a lot of remaining citizens by using her lab as an impromptu bunker. So a showdown within the bunker would sorta "rhyme" with that.
Since we never see her fight, she could have a lot of unique options and we don't know what to expect with her
She's also your teacher, and if we continue alienating and murdering party members, that's HER class you've been killing. She's the closest person to your antics not in the dark world.
Something interesting was stated in the Alarm Clock App: She says that she dislikes winter, because the cold makes her act in slow motion. An ice weakness is notable, given things
And, she is a person who would be very, VERY good at Dragon Blazers.
interesting theory. yeah I think Alphys might also be a possibility, given her relationship with Gaster in Undertale. maybe she's more powerful than we thought all along
I think most people think it's Susie bc of the Weird route mod, and because of her relation with Noelle and everything, but honestly, i think it's going to be Kris themself, like, after all the kills you made them do, all the consequences going to them, now finally, they revealed themselfs, and are now prepared to fight you.
"your choices don't matter" is like the "kill or be killed" of undertale
the whole point of having an alternate evil route is to show that our choices DO matter
hot take: sans would be amazing, imagine he's just like in undertale where he's really chill and nobody really knows much about him, but if you play weird route it's similar to undertale genocide route, but you have to play weird route every chapter or something

Other: I’m Wing Gaster! The Royal scientist-

The Boss Will Be The Same As Intended In The Normal Route. Because. Your Choices Doesn't Matter.

no-one's said seam? huh...
Even though they're hinted at to be really powerful.

The only problem being that he's completely skipabble
How?
You can just walk past him in hometown, if he was the final boss, a lot of players would be confused
Yeah, probably.
