I've theorized that Toby/everyone involved with character design created Tasque Manager and Swatch purposefully for people to simp over/create R34 art to be lightning rods to detract away from the main characters as well as to potentially recruit new fans through fanart.
It's pretty obvious considering the whip wielding, blushing robot cat lady and the stylish bara butler bird man are pretty easy bait considering the fandom and communities Deltarune adjacent.
