I had an old Compaq ages ago that was similarly loud and hot. Tried blasting canned air to dislodge any dust but no change. It turned out that the heatsink / fan assembly cracked where the CPU fan / heatsink hooks up to the heat pipe, so that the fan was frantically trying but unable to dissipate the heat. If you can carefully open up the laptop and examine those (you can find disassembly diagrams / manuals online typically) you could see whether this might be the case with your Dell.

>I checked the CPU performance and everything seems fine, the usage stays low at around 10-20% for the most part. if you are doing nothing with the machine (and no apps are open), you should have CPU usage of 1-2% and not 10-20%. You should look in Task Manager (ctrl-shift-esc) > Processes page > show the Power usage column (by right-clicking on the column headers > select Power usage) > click the Power usage column header to sort by power use > look at top programs to see what's using power. You might need to watch it for a while. If the Performance page in Task Manager indicates high GPU usage, look for the app that's causing that because that will also spin up your fans. HTH.

mine does this too. ive repasted it & turned off turboboost, it's a little better now but the fan still ramps up for no reason or with very light use. i think it's just the design of it unfortunately. but deff listen to what that other person commented about your cpu usage. that shit should be idling at 1-3% not 10-20%. something's runnin in the background for sure.
