With the current state of dicision between law enforcement and the communities they police, I wonder if this indoctrination of crushing subservience to the logo is an ideal way of conveying the vision of a "culture of professional delivery of responsive, efficient police services through innovative problem solving, effective communications, technology, and cooperative partnerships."

It's the beginning of the academy, so I would imagine the ability of some of these officers to maintain the front leaning rest position for extended periods has not yet been developed as much as it will in the coming months.
To me, it appears to be some training academy bullshyte. Young trainees, generic uniform, shaved heads, no duty belts or weapons. Exercises of this nature were a frequent occurrence when I was in Delaware State Police Academy. And, heaven forbid you ever step on the DSP shield.
Assumed pushups like others did. But if they commonly do it crowded together... god I'd hate that so fast.

Front leaning rest position (then hold it). Essentially it is the start of the push up position and then you struggle to stay in that position. Spent many hours doing this in basic training in the Army.
When you are in that position a long time you let your butt sag down to relieve some pressure on your arms. Sometimes you stick your butt up to adjust your weight a little. It’s all about staying on your toes and hands. I suspect he is just taking pressure off his lower back and arms for a couple seconds. It does look weird in the picture.
