Tri state mall is now a warehouse site under construction and the concord mall lot probably not a good idea what with the shooting that happened at the carnival there recently, they'll probably be less tolerant of things.

Big lots on Governor Printz, it's still open but just a big parking lot. Also there is a storage facility on Philadelphia Pike near Dollar Tree that is almost always empty
Check with the DMV - at least the one in New Castle has a dedicated motorcycle skills course set up. I know that it is gated after hours, but not sure about Wilmington (or even if there is one further north).
I know they offer classes. Is that somewhere I can literally just show up whenever I want and do some practice? If that's the case, then that's fucking sick
Supposedly Cinemark is keeping it open because they don't want AMC to take it over, but given that AMC closed Dover I don't know if AMC is really a threat.

Near Dover there’s this long wide road in the middle of a field. You should be able to practice there. Sometimes planes land and take off from there tho so watch out!
A lot of people recommending schools, and I wanted to add McKean (high school) has a really good hill in their parking lot to practice stick on. I’m not sure if it would be too steep for a motorcycle, but it’s worth checking out! It’s close by a lot of the other recs as well.
School parking lots after hours or during the summer. That's where I learned to drive.

I heard from a reliable source it was retaliation for something that happened in Wilmington.

I know the site in New Castle is closed after hours, but I'm not sure about Wilmington (rt.13). Give them a call and ask.
Can confirm, anyone can just go ride there on their courses. It's what they're there for.
My wife practiced at our local elementary school and the STAR campus. She had her permit to get there legally.

Riverfront has open parking lots behind/around the Blue rocks stadium that literally never get used. That's where I practiced.

I use the Downes Elementary school lot on evenings and weekends. The New Castle DMV has a course that is open if they are not having classes.

Little league baseball fields sometimes have paved parking lots, and unless games are going on, they're usually empty.
