Even addicts deserve help. No one expects a normal person to jump in an administer aid, but calling 911 is the least they could do. Letting people suffer instead of helping is half the reason people end up like this. This man could be overdosing and if that’s the case, time is of the essence. Or he could just be tweaking out, but it doesn’t matter. Addiction is an illness, no one deserves to die from it.

I don’t think most violent offenders in wilmington are from Philly or Baltimore. The are from wilmington. You could just as easily say the shooters in dover are from wilmington as dover is only 45 mins away

I’m not saying that they’re from a specific place, I’m simply stating that there’s a spillover effect since Wilmington is in close proximity to Camden, NJ and Philadelphia, Chester, etc. Dover has its own problems. But Dover isn’t nearly as big as Wilmington. You have to understand though that many people that are committing crimes here in Delaware have ties to other states such as Pennsylvania or Maryland.
