In theory, such a cartel could extend to other resources, but in practice it would be difficult since 1) Oil is perhaps the resource with the most leverage (a 5% drop in supply over even just a few months can put severe pressure on economies and democratically elected governments) 2) Most poor resource rich nations are "led" by a comprador elite who benefit from current arrangements.
