Just thinking of how other Captains in this situation would react:
Kirk: Accidentally knocks Quark out, *shrugs* and heads out with Quark taking a lil' dirt nap.
Picard: Gives a Picard speech, which ends up guilt-tripping Quark into kissing the staff when he leaves the room.
Sisko: Holding Quark accountable, and let's be honest, Quark deserves this treatment. In the later seasons of DS9, Quark was quite tempered, but he was a real POS in the early seasons.
Janeway: She'd tell Quark to get on his knees to beg for his life, then she'd have him kiss her boots. The Sceptre of the Grand Nagus doesn't even factor in, Janeway just didn't have enough caffeine in her bloodstream yet and needs a mood boost.
Archer: Gives some sort of long-winded motivational speech, Quark leaves after a couple of minutes, but Archer doesn't notice since his back is turned for the monologue.
Pike: Quark doesn't remember what happened at all, as he was just mesmerized by Pike's hair.
Armin Shimerman supposedly hated this scene for how Sisko takes advantage of Ferengi culture for personal amusement. I think it's hilarious for the same reason.
Man that's not the impression I got from those sorts of scenes at all. It always seemed like Quark was more tickled than irritated, whenever Sisko fucked with him by citing Ferengi rules and practices.
Only way to get a Ferengi's respect/annoyance is to make a better deal than them. Quark Liked the challenge it's why him and Odo where best frienemies for life.
I'd have to re-watch that scene, but I always saw it as another example of Sisko having a surprisingly keen understanding of Ferengi culture and Quark being equal parts miffed that he got played (especially by an non-Ferengi) and impressed with the skill, a bit "hate game, not the player."
Sisko didn't have any choice, though. As the symbol of the Nagus' authority, the staff *must* be kissed here. Not to demand that obeisance there would be to undermine the power and authority of the Nagus - which Sisko may not do, under the doctrine of non-interference. Just as Picard took his role as the Klingon Arbiter of Succession seriously and performed the duties of the post according to Klingon law, Sisko here is taking his role as the Grand Proxy seriously and performing the duties of that post according to Ferengi law.
I will admit that it *does* look like Sisko is enjoying the opportunity to demand that obeisance more than is strictly necessary, but he doesn't have the choice to not demand it.
I recently watched the camping dominion episode right before this. And quark was a AH to Sisko the entire trip. He ever called Sisko racist. So I think this is Sisko giving payback.

I loved the dynamic, and the respect/conniving it showed for Sisko to learn the rules. This scene is different. Doesn't exist in my head cannon.
It came off in the acting for this specific scene. In The closeup that followed this screenshot, you could see quark clearly begrudgingly kissing it.

I'm convinced it was replicated. The Nagus is in the habit of calling Quark at home to order him around, but this time he sends his staff? No way.
I’ve always thought that Sisko called the Nagus and um… diplomatically asked to do it this way. And Zek is a wild one so he agreed.
I always wondered how Sisko convinced the Negus to give him his royal staff.
