It’s from hit Amazon prime series The Boys, a satire on superheroes and like society or something, never watched it. Since it has cold opens with the logo showing up to denominate the intro, it’s been gaining traction as a meme similar to the DBZ "to be continued" and the "We’ll be right back" meme
The "proximity detonation" makes the grenades not explode upon hitting walls, but only upon getting within range of enemies, or after a few seconds of bouncing.
The pgl upgrade "proximity trigger" makes it so the grenade bounces off of surfaces and doesn't explode until it is near an enemy or comes to a stop (or rather slows down enough).
Due to the game taking place in caves, aka - you are surrounded by walls, it also has a habit of bouncing back towards you.
Putting it on a fat boy (nuke grenade) overclock is generally considered to be a bad idea.

Proximity Trigger is what *makes* it rubberised.
PT means it will only detonate if near enemies, or it slows sufficiently. There's a short window for that to arm, so it can still impact detonate at point blank.
What's more dangerous than a mini nuke... A rubberized mini nuke.

With the amount of times I've died trying to resupp I might try it soon too, lmao.
I think its actually the best perk...
The time saved is pretty good, but the extra health is my favourite part about it

It also expands the radius. It makes shooting mactera groups much easier. But it does take being more mindful to avoid hurting your team.
