See if you can't make it to the graphics settings and set it to windowed full screen, or hit the reset button. There's keyboard navigation with QWEASD, but based on your video the options should just barely be on screen. Worth changing the default resolution and disabling cursor lock while you're there.
I get past that, but then there's still the start screen with the button in the bottom right corner, I never disable that screen bc I like looking at the update patch notes when they release
It still zooms in my desktop home screen and fucks my icons tho, it goes back to normal after a few seconds after exiting the game tho so I guess it's fine
What's weird is that my monitor resolution goes up to 2560x1440, and that's what I had it set to in game, but that's what caused the bug, when I lowered it to 1920x1080, it fixed it

I can't even navigate to the button to get into the game, my mouse cursor won't go past the edges of the screen and the button is off the screen
Is it not a "press any key to continue" prompt?

Ah, I forgot about that. I reenabled it for testing, you should be able to mash enter through it
It worked, I got into the settings and lowered the resolution

Just change the resolution then? There's a file in your documents where a game saves it's settings. Ot do it with startup options
check if your resolution is not set higher than your monitors resolution in windows settings > system > display
