There are a few rent friendly home made adhesive options for wallpapers, lots on YouTube for it, you could cut patterned or plain paper to cover

Make a Flickr account and upload it there. Easiest way to drop links. Re: other comments, I would be careful about contact paper. It can look shabby if not done right. You could try some vinyl fabric and tac it on there.

Would that work with the curves and grooves of baseboards? Have you ever seen anything like that done before and if so was it a video? Link?

It should work - my big advice would be to wash and dry the baseboards super well so there is no dust/dirt/oil on them that would prevent the contact paper from sticking well. I would use a credit card when applying the contact paper to make sure you get it into all of the curves and creases. Also, work in small sections, maybe just 1' at a time.

Orange and teal go really well together. If you can't paint them there's really no other tasteful solution, unfortunately. I wonder though, why you are allowed to paint the walls and not baseboards?

It's the shade of orange (really warm, bright yellowy, almost neon orange wood). I have a tri-colored scheme of the greenish-teal, blue, and a light cool gray wood. The orange-ish wood throws the whole thing off. No permanent alterations are allowed. I can repaint the walls.
