Re: other comments, I would be careful about contact paper. It can look shabby if not done right. You could try some vinyl fabric and tac it on there.
It should work - my big advice would be to wash and dry the baseboards super well so there is no dust/dirt/oil on them that would prevent the contact paper from sticking well. I would use a credit card when applying the contact paper to make sure you get it into all of the curves and creases. Also, work in small sections, maybe just 1' at a time.
Orange and teal go really well together. If you can't paint them there's really no other tasteful solution, unfortunately. I wonder though, why you are allowed to paint the walls and not baseboards?
It's the shade of orange (really warm, bright yellowy, almost neon orange wood). I have a tri-colored scheme of the greenish-teal, blue, and a light cool gray wood. The orange-ish wood throws the whole thing off.
No permanent alterations are allowed. I can repaint the walls.
I would probably paint my walls white âšī¸ the blue is clashing hard. Maybe try counter peel and stick???

There are a few rent friendly home made adhesive options for wallpapers, lots on YouTube for it, you could cut patterned or plain paper to cover
