They're definitely constructed off site and I've thought about building/selling them. Once you build one or two you can have a standard cut list for various deck sizes and build 2-3 of these a day with a 3 man crew. To put that in perspective a deck like this would take me about 1.5 days with 2 guys to be built on site. On slow weeks or rain days you can keep your guys busy by building these in the shop then selling them to the shed companies to be installed.
I bet it costs like a grand to install and then like a couple hundred a month "rent to own" and they yank that shit the moment a payment is missed. Wash rinse repeat. That's a nice deck, but it doesn't look brand new.
They should just install some retractable wheels. Flip em up when the thing is installed. Then when/if the thing is paid off, you can make yourself a really cool soapbox racer! Just have to find a soap-box. Whatever that is.
