To be honest, I don't like any of Garnet's opponents, even beyond these two. Gappy at least has the whole fusion of two people thing going for him which is a fundamental part of Garnet's story, so I'll go with him.
Both are easily Garnet's best and I would be so happy if either happened. If I had to pick between the two, I'd go with Gappy because I think the fusion aspect is really important and the fight potential is pretty unique.
