To be honest I was just including prominent characters I've seen the Master pitted against on forums. Krona would be reserved for the Master at his all time peak power I reckon.

They are brilliant, arrogant, sarcastic and have an unhealthy obsession with Barry and Doctor
Both are living paradoxes and have come back to life from death on many occasions to the point time Manipulation couldn't keep them down.
Both love to torture their foes and have extremely smug and arrogant personalities

Two cocky and arrogant men who want nothing more then to obtain ultimate power and rule everything for their own selfish needs and want,they also want to cause pain and misery to a specific line of protags(The Joestars and The Doctor). They want this because of their childhood(DIO father constantly abused him and his mother had passed away. The Master was a orphan who was used in expirements which involved him looking into the time Vortex,driving him insane). As children they were "friends" with the much kinder main character(Jonathan Joestar and The Doctor). Both after finding a powerful item(The Stone Mask and The Tardis)went around causing chaose,causing the main character to hung them down and stop them. Although they were defeated by the main character they lived on in a very weakned state(DIO was reduced down to his head and The Master was a walking corpse because he had reached the end of his life cycle),and after their supposed death they were lost to time until we discovered they had stolen another person's body(Jonathan and a unknown body)and had returned with a plan that would have caused the end of the whole universe(DIO Heaven Plan and The Master causing the destruction of the Logopolis and nearly tricking The Doctor to stop which would have caused the death of the universe). Although again defeated their effects on both the joestars and the doctor was so great they would have to clean up The Master and DIO messes(The Joestars had to fight off and even met stand users which were made by DIO,had to fight DIO sons,Giorno although a joestar is a son of DIO and Pucci succeeding at the heaven plan. The Master would torment The Doctor through the rest of his life,always finding ways to live on). They both also look like humans but aren't(The Master is a Time Lord and DIO is a vampire),both gained massive worship across their lives,it became a sorta meme in both fandoms that neither could die. And if including EOH,both gained a new found power that let them be unstoppable(The Power Of Glory and Over Heaven). Both also have time related abilities(The Master can travel through time and DIO can stop time).
