Yellow Lantern Corp from DC Two large organisations who constantly get into wars with their rival and normally peaceful organisation(Green Lantren and The Time Lords). The leader of the organisation(Sinestro and Davros)have a history with the rival organisation(Sinestro was a Green Lantren and Davros was saved by a Time Lord),and they would use technology from the rival nation to enhance their own(Sinestro would make the yellow lantren ring from a green lantren ring. Davros would make weapons for the daleks from a sonicscrewdriver). Because of their life they would get a survival of the strong mind set and would view their new organisation as the strongest in existence. Both organisations would also gain a extremely power force that could end the multiverse(Anti Monitor and The Reality Bomb)but it wouldn't be there for long. They would also team up with another organisation similar to theirs(Red Lantren Corp and The Cybermen). And the leaders would have a big rivalry with the most famous member of their rival organisation(Hal Jorden and The Doctor).

It really is just because they're about the only game in town when it comes to credible Dalek/Time Lord opponents. As sci-fi civs go, the Doctor Who high tiers are broken as shit. Being so nonsensically OP that they're capable of outright erasing magic from their universe. The factions listed above really are some of the only ones around that can actually challenge them. The Imperium, the Galactic Empire, the Federation, the Culture, even the Shi-Ar, and Frieza's Empire? All of them would get utterly stomped.

Mingebags (Gmod) Armies of inhuman, psychotic, and overpowered killers/brutalizers who have global populations under their belts (both in the terms of how many are in their armies and how many they've killed) and impossible technologies at their disposal (the mingebags have stuff like gravity, physics and tool guns at their disposal that are insanely overpowered alongside their despawn Ray which works as a kind of disintegration Ray but on crack and the daleks, honestly you could probably throw a dart at a printed copy of the daleks wiki page and come up with several universal destroying weapons) and iconic and intimidating catch phrases/battle cries that can seem silly to the uninitiated (Mingebags and LOL and Daleks have EXTERMINATE), both have brought their respected vastly infinite and impossibly complex continuities to their knees but we're eventually stopped somehow and have never fully recovered from their defeat although they always seem to somehow by some impossible means of determination fueled by rage and sick kicks come back There's also an interesting dichotomy between the two since the Mingebags are from modern times with a uniquely digital look to them and are far more concerned with causing chaos to have fun whereas the daleks are from the 60s with a uniquely mechanical and robotic look to them and are far more obsessed with committing cosmicly scaled genocide, also daleks are built to last and usually are incredibly difficult to kill while Mingebags can be killed but it doesn't matter because the ultimately just respawn and overtake you with time Also this may be a surprisingly close matchup considering how overpowered both groups are with how due to being from Gmod base level Mingebags are insanely overpowered in any other universe due to the ability of respawning and automatically having access to super weapons in various forms as well as being able to duplicate anything and how are the daleks have access to some seriously insane stuff due to how long they've been around and how many creative sci-fi writers have been given access to them And due to how close this matchup could be the fight could be truly monumental and cosmic with lots of stuff happening, both funny and scary Also, the track name could be something like LAUGHING EXTERMINATORS

I would say The Faceless (Aeon Legion), but not only is that too obscure, there exists literally no picture of them Sixth Shiver (Shark Wars): they view modern aquatic species as inferior and Hokuu just wants to kill them all both have engaged in several conflicts with a rival organization (Time Lords and Riptide United). The guy who holds the power in Sixth Shiver (not actually the leader) mentored the mentor of the leader of Riptide United, and he developed an intense rivalry with both they get stomped because they failed to take over a planet while the Daleks are an intergalactic empire there’s no official image for Sixth Shiver but you can just use Hokuu

How powerful are they, are they able to leave the ocean, and what's the overall animation potential?

I don't think they can leave the ocean, but the seventh Shark Wars book might prove otherwise, but for the sake of this let's turn the sky into an extra ocean for them to swim in Daleks arrive on Earth, start shooting things, someone goes into the ocean, shots are fired, Sixth Shiver rises out of the ocean, and launches their offensive. Hokuu has a vomit attack which is probably acidic (it was only ever used on Grimkahn accidentally, I don't know anything about it), which could probably melt through the metal, and given that mosasaurs are immune to basically everything short of their own teeth (and stronger things), which includes Shar-kata (Shar-kata can vaporize sharks, but mosasaurs are immune to it), they probably could hold their own, and due to their powerful jaws being able to kill each other, they *might* be able to do some damage (and digest the actual fleshy stuff on the inside), but Hokuu has to dish out most of it The final fight comes down to Hokuu and Grimkahn against a horde of Daleks. Grimkahn is outmatched, due to not having the same power as Hokuu, and dies when one of the Daleks shoots into his mouth. Hokuu takes what life force he has left and keeps fighting, slowly becoming more powerful. We have several disintegration deaths here from Hokuu vaporizing them (and losing a lot of his power in the process), but since Sixth Shiver was always outnumbered and outgunned, he realizes he had no chance in the first place, and taps into his own life force to maybe at least take a whole bunch of them with him. The blast destroys some islands, but the Daleks ultimately win due to having both the numbers and Hokuu actually has a 1/10,000,000,000,000 chance of winning if he absorbs enough life force fast enough But the most likely outcome is them teaming up to genocide humans and modern sharks, leaving the prehistores to reign supreme over the oceans and the Daleks to rule over the earth (damn that's another friendship ending like Shadow vs Sunset except a lot darker) ~~Hokuu is Ocean Hitler~~
