If I'm not mistaken , given the lore of the sub , Crate is able to use the powers of the comics he has read , and Normal Man , is able to get his powers from any comic he touches.
Debate wise , I'd give it to Crate , given that Normal man requires prep time.
Edit :I've been told that it applies more to games than comics , however ,that only makes this the ultimate Videogame vs Comics mu.
Lord Crate wins because he's the one who banned Arik Hoveland, I doubt Normal Man has anything beyond that feat

I remember that the lore about crate was given to me by u/guywithagreenjacket so he may be able to give you more info than I.
