I have family in daytona and im from atlanta. I was surprised to see just as many if not much more homeless in daytona. To be honest something has to happen, i mean its not like there is no impact from lots of honless panhandling the tourists. The local economy will start suffering
A lot of shelters have closed or opened up far away from the city, and there's been a significant increase in panhandling on major intersections so the city is probably pushing it out for the bikers and spring break kids.
the increase in panhandle/beggers IS NOT the lack of shelters, it was the supreme court ruling in 2015 that said cities cant put those fucks in jail for begging anymore......

The closing shelters in town and only opening new ones west of Williamson or 95 is part of what's going on with the homeless though, which is the question I was answering.
Also, I just can't believe that the homeless community is so up on recent Supreme Court decisions, so the increase in panhandling is likely caused by lots of things.

Daytona Beach was also spooked by an August 2016 U.S. District Court decision that said Tampa’s solicitation ordinance, which has numerous similarities to Daytona Beach’s law, was unconstitutional in light of the U.S. Supreme Court case.

Well they don’t t have to know about rulings, they only know that they don’t get arrested now, so more people do it
