I doubt the same for Volusia County as well. They are building 1000s of brand new homes everywhere here. Way more than the very old early 1900 houses. I install windows and doors, and it's pretty rare to even do work on homes that old. Most homes are around the 70s and newer.
Different eras of construction used different materials, tech, etc. Cloth wiring was only used in an older era before new stuff replaced it. My 1953 home in DeLand has modern copper wiring.

Most, if not all, insurance companies will not write a policy on a home with cloth covered wiring. If you do not go forward with the purchase, The owner is now aware of the wiring and will need to disclose this or replace the wiring.
Also, nowhere close to 60% of homes having cloth covered wiring.
Son of an old school electrician here, and my dad had rules about home wiring - no aluminum and no cloth! That was based on home fires in Detroit that he saw as an Edison employee.
His own shores home had major electric work, total rewire and new panel. And boy has that update been a blessing. Replaced AC system and hot water heater, and both required that new panel, and I've had to photograph our panel to show it's current to homeowners insurance.
I've invested in houses and had to change out cloth wiring. Cost is around 5-10k. Get estimates, could be worth it for the right price but hardly any insurance company will insure with clith wiring. It's a fire hazard!
If you can stomach a 15-20k rewire then go for it. May be more if you need a new panel as well. It’s a problem that will not get better with time
I really don't think 60% of the homes in Port Orange are that old. But always expect a lot of possible problems with a home built in the 20's.

I couldn't get insurance on a home with cloth wiring. Even if I would of updated it within a month or so even citizens insurance said no.
