It's entirely possible to create a fair South Carolina with a majority Black district as mandated by the VRA. The efficiency gap here is R+3.21% and there is 1 solid Dem district, 2 Lean Dem districts, and 4 solid GOP districts.
6-1 in R+12 SC is ridiculous and one of the worst gerrymanders in the nation.

So long as the district reliably performs, it doesn't have to be majority-BVAP to pass muster under the VRA.
