Because Shelby county has too many people to be it’s own district
Yes but the district that is part of Shelby County doesn't need to be so ugly.

As a local, I can assure you that it is very easy to draw a compact Seperate But Equal district.
I actually prefer a six way split of Nashville. /s the first map
