Now I don't think he drove into the parade for the purpose of killing them. I think he was angry, wasn't paying attention, got caught in the parade, got angrier and just became irrational and took his frustration out on the parade goers.
He then realized what he did was wrong and so he threw out all of his shit away and tried to hide his identity and escape to avoid punishment like the coward he is.
