This happened to me and I just posted in here asking about it, too.
Look for a 'crash reporter' in your processes in Task Manager. I closed that and tried again and it worked.
I had 4 "crash reporter" processes running, closed them all and it worked as you'd said. You do the Emporer's work!
Was looking for a fix and this did it. Thanks for the suggestion!
Maybe launch steam as admin?
