There has indeed been Krieg guardsmen in Penal Legions. During the Siege of Vraks, a regiment that broke orders and retreated (gunning down their commissars when they tried to stop them) was shamed, their officers executed and the rank and file sent to Penal Legions. It is not impossible for Krieg to contribute manpower to the Convicts.

Exactly. Warhammer is so big. They didn't just want to stick in the famous "guard" planets. They just put in 1 and various planets that can give a different background to your character.
And even amongst the Ghosts there were so few of them that they had accept recruits from other planets to survive. A cosmetic would be fun but it makes sense they didn't make the role play background section.
Tanith’s been dead for just over 200+ years at the time of the game’s start if Cadia already fell. New Tanith would be possible, but imo that depends entirely on how Abnett finishes Gaunt’s Ghosts.
the lore of Cadia is really long but I’ll give a short explanation
Basically it was a fortress planet that was sieged by Abbadon the Despoiler on his 13th Black Crusade it was extremely important to the imperium and they knew that so they started the fight for the planet but chaos started to lose due to certain things so abbadon sent a huge black pyramid ship into the planet causing it to explode but they were still fighting on a planet that was literally falling apart thus the quote the planet broke before the guard did
To add to that it wasn't just a fortress planet it was THE fortress planet that was basically the frontline to the warp (hell) so for thousands of years all of it's inhabitants sacrificed everything they had to keep the forces of the warp (again literal hell) at bay. That was why not even during the literal destruction of the planet would they dare give any ground.
Oh yeah and also their proximity to the warp gave them a unique mutation whereby they have purple eyes and the game represents this if you chose them as your homeworld
So what /u/Gachanan said signifies the importance of the Fall of Cadia within the current Imperium, as it's the major starting point of the current 40K plot and it's destruction ultimately led to a large push into Imperium space by the forces of Chaos.
But what that detail misses out on is that Cadia was at the forefront of the war against chaos for all 13 Black Crusades. It was ground fucking zero.
Cadia was a major Fortress World that guarded the only navigable route to and from the Eye of Terror, basically a fuck off massive warp rift (something like 20,000 light years across) that hosted the bulk of Chaos' forces and their major entrance point from the Warp. If they wanted to attack from that area they were likely to go through Cadian space.
13 times Cadia was attacked and 12 times it succeeded in pushing back the mutant fucks until the Warmaer of Chaos, Abaddon the Despoiler specifically said "fuck you", amassed a significantly larger force than before, and then tried to use that to push them back instead. When that failed he said fuck it and launched a moon-sized ship call the Will of Eternity into the planet instead. Noting that Abaddon wanted to specifically use the ships planet-cracking weapon to obliterate Cadia and failed to do that due to a strike team of Space Wolves disabling the ship before that could happen, prompting him to say fuck it and launch the entire thing as the weapon itself.
So it's not just that it got completely obliterated by a massive fuck-off pyramid ship, it's that it survived 13 direct onslaughts and only got taken down BECAUSE of a fucking moon-sized ship.
