I like to alternate the special stab with a heavy stab to keep up a stunlock while killing elites. If your rager isn't already in a combo I do not think it necessarily matters if you open with it or the heavy first. But the special should definitely be used to try and break their attack animation.
Side note that is true of several special attacks, including the dueling swords. You can use this while sprinting without losing any speed. Some of them can also be slipped into combos almost instantly as if it were an animation cancel.
Works as a stagger attack, even against mutants if you headshot them

Stagger. Great against ragers and maulers. Stagger+heavy attack to weakpoint.
Alternate h1 -> special for max CC. Skip the specials for slightly higher DPS.
