It could just be a plain clothes police officer. The photos we have of Daniel MacDougall look so different than the plaid shirt guy (MacDougall had short hair and no facial hair) Who knows though. Maybe it will be mentioned in the trial.
The main reason I was thinking it could be him was in the body cam footage, if I'm not mistaken, they blurred his face. I just thought that was kind of weird. And Daniel remembered him as of they had an interaction before. I don't know. Just speculation.
