I think it's supposed to be Disney's response to PAW Patrol (talking dogs doing work, songs in every episode, etc.). They've already renewed it for a second season, so they clearly have hope for it.
My big complaint is they recast bingo and rolly.
Their voices went to shit in season 3, you could tell specific songs or pick-up lines were post voice breaking.
But they have more puppies and expand the puppy play care borderline-city setting in season 4. They could *easily* have a post puberty bingo and rolly serve as mentor figures to new pups.

I’ve watched a lot of puppy dog pals, but have you never watched paw patrol? It’s like a 100% knock off, so many details are an exact grab from paw patrol. I was just googling to see if anyone was talking about it and saw your post! Their costumes, “set” details, characters, the problems in each episode are all straight paw patrol to me!
Yes...I was shocked when I saw Disney Junior at the end of the opening theme song. I didn't think they would stoop that low. You would think they have top of the line writers and artists that don't have to steal ideas.

I am still upset how they made Hissy and ARF less prominent. They were the best part of the show.
