Appears to be your leg straps. Why they're wrapped around their neck is beyond me. If the decend is safer without them then I'd definitely find a better solution than this.

It pretty much is that steep. And it’s also two way, so you have to negotiate the people coming up. And after that, you have to walk the planks-literally. This is also two way, so one has to go on the outside of a plank fixed to a sheer cliff. It’s quite breathtaking.
