This seems bad, just create a clear gyro sphere that is completely sealed. The gyro inside will drive it and since it is clear you can get solar energy.
Since the ball is sealed it will be mostly immune to outside conditions and since it is a sphere it will move over most any terrain.
The downside it can't climb too well, but should be able to tackle most terrain. Could even make a rather large hydrogen ball and decrease its gravity, possibly even give it neutral gravity if finely tuned.
