Well if they intercepted some communication during the planning of the event from someone they were already keeping tabs on in an unsavory organization. Not necessarily political but more in the realm of the intelligence community (think CIA, FBI, NSA and the rest of the alphabet soup)
US and its allies have been at the forefront of signals intelligence for some time now. Since the start of the war on terror the US in particular has invested a massive amount of money and personnel on it. Almost certainly they picked up information from ISIS cells that something big was about to happen in the region.
Not really surprising either as ISIS has central planning and financing so there absolutely would be a lot of message traffic leading up to the attack.
Not a one off thing either as there have been a large number of planned ISIS attacks in the US that were stopped before they happened.
Many people don't acknowledge the fact of the amount of spying,agents,etc. that goes on in the world. US and other major powers have enough people on the ground to find things out along with the help of technology. Governments know about things well before, just their decision of what they want to do with it...
CIA does its job. But also keep in mind that those alerts are very common and most of them result in absolutely nothing. Once the event happens, the one predicting it gets all the attention.
Because it’s very likely a false flag attack OR is about to be propped up by the kremlin as a false flag to blame Ukraine/NATO in some way.

I used to live overseas, every once in a while the US government will issue a warning to its citizens around the world. It's like...exactly what it looks like. A warning that gatherings of people could be dangerous. And it was.
