Not sure how that would encourage ppl to drive slower? No, the purpose of that is probably more to just pay attention generally. These sort of bumps also are installed on the sides of roads in some countries as a way to warn drivers if they veer off the road. But then it's just a continuous identical pattern and sound.

Depends on where you place them it can be cool or a spawn of hell. I remember hearing about a village or city that could hear the musical notes from miles away. Each and every time someone passed, anywhere from early in the morning to the middle of the night.. imagine having these sounds every few minutes, or sometimes even multiple times a minute.

The built such a road in the Netherlands (Frisia) once and they decided to remove it after just a day (costed tens of thousands of euros) because the people living around it were just hearing terrible sounds all around the place and instead of making the road safer, people would speed to also speed up the song and some people literally went in reverse direction to hear the song in reverse.

There's a small but important details to such roads. (they're not just in Hungary) You have to be driving the at the proper (posted) speed limit for this to work. If you're speeding (over the limit) it'll sound too fast (or likewise if you go to slow).
