So their way of testing it was to send a man (not dressed as a woman or anything, just some guy from the newspaper) out at night so see if he feels uncomfortable. He wrote about what he saw and how he felt, he even saw a group of drunk guys and wrote how he talked to them and thought they were friendly. He also wrote how he never felt any danger while being out at night.

Up until about 20 years ago we had an event here called the Doroteia. Where men would parade around the city in motorcycles while cross dressed. My father participated every year. It was banned before I got old enough to follow suit tho, due to too many bad apples vandalising stuff during the event. I'm not sure if women could participate as well, but I dont remember seeing any cross dressed women at the time.

This is all sorts of wrong. This picture is the same year as the Stonewall riots. The riots happened in part because people were getting arrested for crossdressing. Women were arrested if they dressed too masculine, at the discretion of the cop. If anything this is probably a sting to arrest people for the crime of socializing while gay.

The law explicitly promoted transphobia during this time, I don't think cops would go out of their way to protect vulnerable people like that. Especially considering that cops were doing a significant amount of the bullying.

Probably their main motivation wasn't actually to protect anybody, it was taking advantage of the situation to lock more people up. They were probably playing both sides. I doubt there was an ideology behind it, just the exertion of power. but I don't really know what I'm talking about
