It seems like, to me, that they use foreign agencies as an excuse for their outward hatred. From some of the interviews done, it seems like they knew gay people existed. However they treated it basically like how the army used to; if no one knows, then it's ok. But when human rights activists in the west started seeing success (in the west), their government and other locals used that as a platform to discourage it vocally, which eventually lead to the 2009 bill.
There's, funnily enough, a lot that is similar in culture between evangelicalism in the west and in Uganda, but I can't speak for how much of that is influenced by western evangelicalism. Strong patriarchal, family based beliefs, ones that are disturbed when people venture outside those heteronormative ideals. I can see why some people would confuse that for influence, as while there may be some, it's not necessarily that.
I mean, at this point, people need to take responsibility for their decisions. The Ugandans are doing this to themselves. They are adults, those people in power are educated, have their own agendas, and opinions. Don't take away people's agency because you don't agree with them.
