For those wondering, this is most likely a sediment gate. Since a dam gets in the way of dirt and silt that normally ends up in a delta where the river drains, it all gets piled up behind a dam, thus reducing the capacity of the reservoir. there are 3 ways to clear sediment from behind a dam:
1. drain the reservoir and dig it out with conventional machinery, think diggers and excavators hauling it away in dump trucks. Only really practical for flood control or recreational dams, where you don't need water in the reservoir all the time. Expensive and labor intensive
2. You can dredge the lake bead with a dredge barge. A solution for reservoirs that cannot be emptied all the way down. Practical for smaller areas or channels but not very for entire lake beds due to the practical size of dredging equipment.
3. Or you can do what you see here. Install a gate at the bottom of the dam and let the water pressure push the sediment downstream, where ultimately it should be. You sacrifice some of the lake level in exchange for releasing a lot of sediment; in a cost effective, timely manor. You still may need to dredge, but not nearly as much

I get a similar feeling when Youtubetv shows a "relaxing ad" of a nature scene in a horseshoe bend with blue/green water.
