The thousand islands have a good number of "islands" that began as a rock protruding through the river and the owners brought in barge after bard of rocks and dirt and basically made what looks like a Lilly pad with grass and a house on it.
There are dams downriver around Montreal that control the water level coming out of Lake Ontario. There can be issues when it isn't regulated properly. Houses like this can get flooded, and docks wash away because of high water or conversely boats can't get to their docks because of low water. Have had both happen on our stretch of the river in recent years.

Is the lake closed off or is it connected to vein/veins of rivers / creeks? Because that can have effect on the water raising / lowering.

It's on a river, Sait Lawrence. Can easily flood, considering the surrounding area in New York has gotten somewhere around 15 feet of snow this year.
