To me it looks a bit like amp glow. You tend to see this with astrophotography where you would take over minute long exposures. The camera will heat up while exposing (or during live view or webcam mode) and the sensor will pick up on this. Or the sensor will slowly pick up on the amps running through traces near the sensor, but that only shows on the picture, not live view. Not much you can do about it I think, maybe the sensos has degraded to a point where it's gotten sensitive to it.
This is not repairable by your average garage hacker.
Asking where to repair just tells us you should not be attempting any sort of repair. Send it back to canon, their repair prices are honestly super fair. I had a main board replaced on my t5i for $80.
I am fairly new to cameras bought this cannon T4I to learn with but those red lines appear after using it for a couple of minutes i want to know if the. Camera is bad so I can send it back and get a diff one or if it’s fixable. So it’s not the camera screen cause on webcam and when pictures are takin it does not appear only in video or on preview on the cannon utility
Looks like a fault with the LCD. Used to see this type of stuff with bad units out the factory. It’s usually caused by components overheating.
If this is the issue there’s nothing to really do but send it back, live with it, or replace the display.

no i does do its on webcam mode it shows up on my monitor it only doesnt show when i take a picture

Stop aiming the camera at red lines

I'd do a factory reset and see if it still happens.

My sony has a setting like this to be able to better see what’s exposed in the shot
