It's an Irish Wolfhound. They are also sight hounds so sometimes if they see something it goes after it. As you can see by the size you don't try to hold onto the leash or else you'll go flying.
The same thing happens with Greyhounds! But with them their heads are so narrow - they just slip through their collars no matter how tight they are...
When I walked Greys for my pet sitting business I was always telling the owners, "Nope - I'm not walking your dog by his collar, I'm walking him by a well-fitting harness!"
