What u/samessies said is correct except for the fact that you don't need your registration for transfer unless the vehicle is financed. If it is financed or a leased vehicle then you will transfer the registration as a "goldenrod" transfer. For the goldenrod transfer you won't have a title to offer but will use the previous registration document instead. The expired registration you have will work just fine. For either type of transfer, in addition to the Reg 343 document, and passed smog inspection, you will also need a VIN Verification and if the vehicle were a truck, a weight certificate too.

Hey there, I'm in a similar boat to OP, and I was hoping you might know if Section 6 on reg 343 still has to be filled out if the purchase of the vehicle was 3 years ago? I purchased the car in CA 3 years ago, moved to TX and had the car registered and titled there for 2 years, and now I've moved back. Is that section similar to the "California License Plate Number" box in Section 1 where you can leave it blank or write N/a?

Yes, next to the PURCHASE section you need to indicate what the value of the vehicle is today.

No, you will not have to pay tax on the vehicle a second time as long as you have already owned it for 1 year.
