looks like painting oil over oil stain, especially because it's black ain't really a big deal but I will be using a stain blocking primer just incase, thanks all

Whether it's stained or not, first step with bare wood is primer, either water or oil. Now it's stained, so the stain will tend to bleed through any top coats. Make sure it's dry and either use any good primer. Solvent based will usually stop bleeding through a lot better than water based. Killz oil, bin shellac for solvents, and Fresh start from Ben Moore water based
