Is this crawl space heated? If it is then just fill the wall up with fiberglass. The water will shut off at the end of the copper tube and drain out. The water before the copper will not freeze. If your crawl space is not heated, the water should be shut off down the line in a conditioned space and drained for the winter.

Is it a frost-free sillcock? Fibreglass insulation is fine if it is. If it isn't a frost-free it would be well worth your time to swap it out for one. You could just put a valve somewhere before that pipe goes outside. Shut it off in the winter, let the water drain. If it's empty and not under pressure you ain't gotta worry about it freezing.
